Personality: Kabuto is a rather hard one to describe in personality for the simple fact that he suffered from losing all knowledge of himself via his history when he was young and thus had nothing to go on when he was first picked up by an orphanage. It further becomes difficult because of his being made into a spy and tool from an early age where it was required to blend into the background and be as unassuming as possible.

On that note, how his personality comes across depends on the situation at hand. Though there tends to be constants thorough each situation. Around those in a higher station than him, those that are considered more important, he comes across as a very pleasant and polite young man. Even going so far as to use honorifics in the series for those particular people and defer to their knowledge and will than to make a ruckus out of it.

Though he also does not suffer fools easily, whether it be those acting rude or foolish towards those he acts polite towards; such as telling off Sasuke time and time again for acting rude towards Orochimaru. Or going so far as to get into a fight if it is deemed necessary.

Sarcasm also tends to run through him in most situations where politeness is not a necessity. His humor dry and not seeming to mind being sharp and to the point with others. He'll point out flaws with a biting tone and no sugarcoating to be seen.

This isn't to say he's all bad, of course not. He's also come across as a kind person if he needs to be and helping out others or providing information that he really didn't need to. Only because it seemed to be out of the goodness of his heart (usually it's not, but given later in his timeline, we DO know that there is an actual genuine kindness beneath the surface).

Despite all these shifting facades, Kabuto is first and foremost trying to find an identity for himself. This shows beneath the surface in how quick he is to fill roles and changes personalities on a dime depending on what he believes is necessary. It also leads to his compulsive need to do everything he can to build his own self up and make it so that no one can ignore him. He takes Naruto's personality of making something of himself (in a positive light) and twists it to where he will do anything in order to form his own identity. Identity crisis is the only true term that can be applied to it, making the man seem far, far more unstable and unhinged than the surface belies.

Skills: This is the worst having to list all of this. But in his series everyone has chakra, or life force of sorts, though only some people can be able to access and harness is for various abilities. There's the main classes of jutsu (how it can be harnessed) of taijutsu (physical), genjutsu (illusion), and ninjutsu (basically your everything else). Kabuto tends to be more focuses on the ninjutsu and usually it's in regards to medical nonsense. Medical ninjas tend to be a more specialized type that, well, do what they say on the tin, using their chakra for medical purposes. Kabuto himself has been said numerous times to be on the same level (if not better) than the strongest in their world (that being one of the legendary ninja, Tsunade) in regards to his medical knowledge and skills.

Later in the series it gets more fiddly when Kabuto basically uses an IV to put the remains of his dead master (another legendary ninja) into his body and somehow gains his abilities and chakra resources as well? It's not exactly stated how this works but that's the gist of it.

He also goes on to form a pact with the dragon/snakes of their world who allow him to use a "sage" mode which harnesses the natural abilities of that particular kind of creature.

Honestly, I'm sorry and let me just link the Narutopedia of his abilities because Kabuto is kind of a mishmash broken character in the nonsense he's allowed to learn.

Notes: UHHHHH. I do have a question irt if there's anything that might nerf Kabuto's sage shenanigans since technically it's kind of a borrowed thing from the dragons/snakes so I don't know if that would still be fine here (he wouldn't really use it except for missions anyway), but still.
